Chavismo, Fascist Characteristics

1) PERSONALITY CULT

The personality cult is one of the characteristics of fascism, so we see it as reigned in Hitler's      time the image says it all.

At the totalitarian Soviet Union of Stalin, his cult was an important part of that regime that massacred his children, the authors of the October Revolution itself.

At North Korea, a dynasty, a hereditary monarchy that based on socialism, keeps its population isolated and hungry. Kim Il Sung, who is already the third of this dynasty, maintain an exaggerated cult of personality, the following image show it.

For Chavism, the issue is no different, they prefers to deify the military man, who wanted to become the king of Venezuela, in front  his humblest followers and his fanatical militants.

Chavez when he was alive, still not was sick. A giant poster overwhelms the whole environment, like a celestial dome where his own image enlarged thousands, dwarfing everything around him.

Now that Chavez has died, Chavism is making efforts to Lenin-ization or Mao Zedong-ization of his memory, turning him into a saint, supreme commander, only Bolivar, Chavez and Quixote. With only one objective, use his memory, evidently false and glorious, as a mechanism of domination.

2) UNIFORMIZATION OF THE SOCIETY

Another characteristic of fascism is the uniformization of people and environment. As much as possible impose a color and signs to the citizens, manipulate the environment, the city, the roads, the spaces, the buildings, the institutions so that the underlying presence of this symbology will oppress you and dominate you.

During Nazism, the assault troops, the SA, marched through the streets of Germany, trying to imitate with the Bolivarian Militias, which are nothing more than paramilitaries that are used to threaten opponents.

In North Korea the uniformization of the people is patent, down in a speech of the Führer.

Chavismo does it and will continue to try with the people.

In the institutions of the state, which are of all Venezuelans, their political signs and brands are imposed.

It is obliged to uniform and march the Venezuelan workers, linking the institution in a corrupt way with the neo totalitarian political party.

Trying to emulate the North Koreans and the Nazi concentrations, in the Chavistas rallies the variety is eliminated and obedience and servility is imposed on a single idea through the uniformization of the people.

3) THE EXTERNAL ENEMY AND THE INTERNAL ENEMY

The EXTERNAL ENEMY and THE INTERNAL ENEMY are the other important characteristics of a good fascist or neo-totalitarian party. They promise paradise but there is a devil, a lucifer who prevents it, this devil is the external enemy. Within the country all those who disagree with their political idea (which is nothing more than the reign of an elite and a leader over the other citizens) are traitors, are the internal enemy allied to the external enemy. The dictatorship try to make to look the citizenst opponents  like perverse, beings without love for the country, who only want the vile money and destroy the dream of the perfect society that the god caudillo and his partisan elite want and strives to achieve.

Chavistas have their external enemy.

All the others, those of us who believe that democracy, social solidarity and freedom must be the values that govern our society, are the internal enemies that must be destroyed, for this reason they associate us with the external enemy and try to show us, front the world, as their puppets. This tactic applies to everyone.

The mass media do not escape, and some of the below image are neutralized today.

Nor do ordinary citizens escape, who may be vetoed by their ideas, and must forget to get a job at any institution or company in the state, or to do business with them.

The totalitarian state is over any citizen, if the regime have to morally destroy it and call it traitor and stateless, will be done.

It is not surprising that the original text of article 3, published in Official Gazette 40266, dated October 7, 2013, indicated that the information to be collected and analyzed was "associated with internal or external enemy activity" and that private organizations they were also obliged to comply with the requirements of the "Political-Military Directorate of the Bolivarian Revolution". This article was modified only by keeping up appearances.

One of the most despicable characteristics of this regime is that they take away the political status of any opponent, seeking by all means the criminilization of the opponent, and as we saw in Brito's case, the personal disqualification through lies medical using mass media. For them there is no political opposition but traitors, and the people incarcerated they will be crazy, never political prisoners.

4) THE STATE = THE PARTY

The thesis that the state is the people, we know that IS FALSE but is central in all fascism. So, it was in the fascism of Mussolini, in the Nazism of Hitler, in the Soviet of Stalin and the Left Totalitarianism that is also fascism, but universal.

Chavism converted the entire Venezuelan state, its institutions, its companies, its institutes, into the property of the party and the totalitarian elite. Since of the cry of the famous corrupt Venezuelan president of PDVSA that "PDVSA is reddish red" everything was slowly succumbing to the voracious appetite of the political party PSUV.

State agencies or institutions that escaped the control of the party have been economically suffocated and stripped of their powers, by creating parallel agencies with the same powers but with all the support and money of the state.

The State is not the People but the State in fascism is controlled by The Party and its men, and as all or most of the companies were nationalized, the Party is virtually the owner of almost all the means of production.

The Chavez regime has turned the state into a tool of their party to perpetuate and persecute those who think differently. For a Venezuelan to accede to a position in a company of state, which are now so many, you should bow your head, eat your tongue, and silence opinions, because in every job interview comes the shameful phrase "YOU HAVE TO BE WITH THE PROCESS" as a requirement.

Groups of the party were taking over ministries, nationalized companies, where they set up bureaucratic structures governed mainly by partisanship, nepotism and clientelism. These vices do not arise as atypical deviations from the process but are consubstantial to it.

A process where the CAUDILLO, the great Leader (the German Führer) prevails, in the military chavism language "the Commander President", as maximum hierarchy or absolute king of the country and of the process. It is natural that this caudillismo derives to lower levels, that like the maximum caudillo they apply the nepotism and the clientelism to take over the positions of their plots of power. Remember that the father of the late Commander President was the governor of Barinas, his brother mayor of the city of Barinas, his other brother governor of Barinas, his cousin president of Pequiven (Petrochemical Industry), and dozens of cousins and other relatives located in top positions in ministries or state institutes. That behavior has spread throughout the country. It is no longer that every Venezuelan has the right to get to work in one of these institutions, but that we must have contacts in the political party to get the work. Merit, honesty, ability, and ethics are worth nothing. You have to know how to duck your head, silence opinions and forget about pride in order to be selected for a job.

All of this has as its ultimate goal to eliminate the economic freedom of citizens to be able to remain in power through blackmail and political manipulation. "The humble people are grateful", a very intelligent phrase. People without economic freedom are more likely to be manipulated, to ignore their rights, to allow a master - slave relationship, sir - server, caudillo - follower.  The poorer, the more manipulated and exploited they will be.

5) UNIQUE THINKING AND NO RECOGNITION OR RESPECT FOR THE OPPONENTS

Chavism like Nazism or Italian fascism, never respected the opponent and always opted, without hiding it, for the One Thought. The slogan PATRIA, SOCIALISM OR DEATH, shows intolerance and violence, and clearly indicates the vision of unique thought that they have for the government of the country.

The praxis of Chavism through these almost 20 years has always ratified that lack of respect and recognition to the opponents. They do not see them as compatriots who have a different point of view but who love the country and seek solutions; ¡No! they see them as enemies that must be pulverized, destroyed, all from a violent and military language: battalions, admirable campaign, etc. Chávez's famous phrase " Shit Victory " shows the innate hatred of the fascist have for people that thinks differently.

The dictatorship of Hitler had as constitutional basis an enabling act, was called the Law of Full Powers: gesetz zur Behebung der Not von Volk und Reich (Law for the Liquidation of the Difficulties of the People and the Reich). With this enabling law Nazi fascism ignored the opponents.

Maduro also passed an enabling act similar to the one approved by Hitler he calls the "Enabling Law to fight corruption and economic warfare." With this enabling law, Chavista fascism ignored the opponents.

Look at the common grandiloquence in the denomination of the two laws, a characteristic typical of totalitarian regimes.

Hitler declared in 1933 following the law of Full Powers:

"The government offers the parties of the Reichstag the opportunity for friendly cooperation, but it is equally prepared to continue in case of your refusal and hostility. You, gentlemen of the Reichstag, must decide between the war and the peace."

Maduro declared in 2017: "I do not want a civil war but I leave it in your hands, we go fight for the country." But already before, in 2016, he had threatened with blood and death.

Today, in 2017, we see how they intend to destroy the National Assembly (the congress, the legislature) and put an end to all opposition through violence and the fraudulent "legalization" of the dictatorship.

6) USE OF MILITIAS FOR SOCIAL CONTROL

The German brown shirts (SA) of Nazism, and the black shirts (The Volunteer Militia for National Security) of Italian fascism are remembered for the terror and the multitude of excesses and murders committed.

All fascism requires militias for dirty, repressive and illegal social control, violator of human rights. Chavism already has its Collectives that enter the history of infamy.

The civic military alliance with the combination of the slogan “Patria, Socialism or Death” is the reason used by the chavism dictatorship for the creation of the militias, which are essential for all fascism. Chavism creates them despite having been rejected by the Venezuelan people in a referendum. But in parallel, without any referendum and outside any law they create armed groups, which will be responsible of the dirty and criminal repression. Our Chavista tropical fascists, instead of having the SA (later SS) have their Collectives supported miserably by the Bolivarian National Guard that would be part of the Nazi Wehrmacht.

7) EXHAUSTIVE CONTROL OF INFORMATION AND PROPAGANDA

Fascism and Totalitarianism have given immense value to the word as an instrument for lies and a mechanism of social control. This is how Goebbels was the master of propaganda and the falsification of truth and history. Stalin was the perfecter of the techniques of the lie, of the change of history.

Censorship is immanent to fascism and totalitarianism because for their followers, they are the sole owners of the truth, they are a kind of religion that based on a future paradise justify the censorship of everything that does not support the process that only they can direct. In this order of ideas it is essential that these regimes support and stimulate only art that supports the process and accepts the lines of the revolution; and only admit a story that exalts the process, its leaders and its ideology, so that the past, the patriotic symbols and values must be molded in the image and likeness of what the leader and the party want.

Chavism takes Gramcsi's term of Communicational Hegemony to simply try to impose a truth that conforms to what the party wants. Just as the Ministry of Nazi Propaganda described the only truth, this is what Chavism tries to do, which has been devouring slowly all the mass media that oppose of the regime, in order to eradicate  the freedom of information, a very hard task due to the current technological situation, It is complicated for the dictatorship but  undoubtedly they have put a great effort.

The Communicational Hegemony in practice is a strong censorship of information, an economic and judicial siege to all means of dissident information, and the purchase of means of communication with dark money or of dubious origin; and fundamentally a factory of lies of all kinds, useful for creating false truths, fictitious statistics, nonexistent triumphs, and describing as true a social paradise where de facto what exists is hell.

8) MILITARIZATION OF THE SOCIETY (Military Civic Alliance)

All fascism militarizes society. Take a look at Nazism and another at Italian fascism. You will see how the militarization of society in all aspects was commonplace. Chavism does the task of every fascist, militarizes society.

The slogan "MILITARY CIVIC UNION" is used to justify the militarization of society. The military covers almost all the scenes of power, accompanied by a poor comparsa of civilians. A soldier in Venezuela knows everything according to Chavez. They have been President, Vice Presidents, Ministers of Health, of Electricity, of political Interior, Governors, Chairs of CADIVI (The Venezuelan government's currency control unit), etc. The civil-military union where the military has control of weapons and institutions is a completely unbalanced and Goebbelian alliance.

The military presence is already usual in the streets. It is common the use of the military to intimidate the population, to control food queues, to intimidate people when the militaries roam armed with rifles on their motorcycles in all the cities of the country, or establish military checkpoints in all cities and towns, as if the country was taken by an army of occupation. The regime uses this militaries as a threat when they make visits to small and medium businessmen in order to inspect their businesses and blackmail them with economic exclusion in a country where the state, that is the same the political party, controls almost everything ...

In short, the military humiliates the civil, as we see it today.

Who are the Reactionaries of today?

The era we are living is of profound changes, when the humanity leave behind the third industrial revolution, we must identify those who are the Reaction, and when I say the Reaction I define those who want to return to the government of a tyrannical elite over the citizens, those who want to disappear the citizen free and enterprising and revitalize the servant man, the man who is property of the elite that controls the state, the man that is a domestic animal of the state, like a cow, a pig or a chicken.

The first task that we have is DENY to use the words LEFT and RIGHT, words used by the international reaction to maintain its influence on the people, and to sustain its promise of future paradise as a hook to control the power and destroy the citizen.

Do not trust the word Revolution, it's very attractive; but frequently it is used to qualify to reactionary processes, that resist to change the model of absolut power of the state; they are revolutions that speak about  change but only disguise itself as a revolution, when  really are reactionary process, that preserve the model of absolute power or revert democratic model to tyranny. Giovanni Sartori is clear "If the limits between revolutionary event and post-revolutionary government are erased, the Permanent Revolution becomes the justification of the Permanent Dictatorship".

Another important point is to understand that the future of Humanity, will be characterized by the End of Human Work as a need of for production of goods and services. Machines, robots, automation and artificial intelligence will leave the vast majority of people out of work. Which means that the means of production will be controlled by very few hands. It is the emergence of what is called in economy the Dutch Disease, or the Venezuelan disease, infected to the whole world.

The advance of technology aid as never before the social control of people. Today you can follow the opinion trends almost in line, you can give punctual punch to opositors, you can orchestrate media campaigns of social control, you can control with bread and circus to the people as never dreamed Goebbels and Hitler.

The end of work will leave a lot of people adrift, unemployed, people that not have a productive and independent job, they will be taken advantage of by populists and totalitarians for as a brute force to hold on to power permanently. How to solve this, is the challenge for democracies

The population explosion that Malthus, the misunderstood, predicted, with the underlying cost of natural resources for the land, will favor the imposition of populist and totalitarian models, and try to bury the citizen in a servile mass manipulated by the elites.

Between units, tens and thousands you can discuss and reach agreements. Among millions, imposition is the most common. The current tendency of the totalitarian elites, especially the communist and Muslim model, is to base their power on a population that they maintain impoverished, uneducated, bombed ideologically or religiously and dependent on the state, in order to turn it into a weapon and base of their power against the others.

At this global context, we must recognize who the REACTIONARIES are.

The reactionaries are those who seek to convert the STATE = THE POLITIC PARTY, those who want to impose a UNIQUE THOUGHT, and in practice impose a UNIQUE PARTY.

The main and most dangerous Reactionaries today in the 21st Century are the global Totalitarian Left. Led by China, Russia, North Korea, Cuba, Venezuela, etc. As well as the parties of Totalitarian Left that from within the democracies intend to implode them, as for example Podemos in Spain.

The Totalitarian Left destroys the free, enterprising, economically independent, democratic, and respectful citizen of others.

Contrary to what Fukuyama said, democracy has been losing ground, the neo-dictatorships now with totalitarian tendencies, favored by technological progress, have more capacity for social control and economic control, and are expanding throughout the world. Venezuela, Bolivia, Nicaragua, are an example of totalitarian "democracies" that have not yet taken off their mask or worst, the world keep seeing a mask that does not exist. They have distorted all democratic institutions to make them hollows of power and full of parody, replicating again the sad history of the Roman Senate during the Roman Empire.

All this is done based on the promise of an idyllic future, where a state will give peace, love, and equality to men. It imposes a kind of monotheistic idea, where only the revolutionaries of the totalitarian left are the good and the other perverse capitalists. They are like the ancients kings, those chosen by God, now by the ideology-god, the absolut poder resurrecting.

The promised paradise is like a sweet designed to deceive the young idealists of the world, who only listen to words and do not exercise the visualization of how that "benefactor" power will be exercised, who will control the means of production of the state, as will impose that elite on dissidents ... In short, the Great Problem is like unmasking the cheat, the fraud of the promised paradise. It's very difficult.

A characteristic of the Totalitarian Left is that, in spite of its errors: it has carried millions of human lives in its chariots of death, condened millions to prison hours, days of hunger, blackmail, fear of expressing what one thinks. But the more danger is that they insist on trying again, because supposedly the attempt has not been Socialism, only a deviation, and they keep trying, bringing newly again misery, repression and suffering to the peoples.

Anyone who puts an ideology before man, who wants the state to control everything, who talks about masses and not about citizens, who wants everything to be public and not private (knowing that The Public is only owned by the elite that holds the power of the state), anyone who claims to possess the absolute truth, and who equals the state with the party, is a REACTIONARY, and his words of Love, Equality, Equity, Independence, Sovereignty, Dignity, .. only frame the poisoned candy that they offer to the unwary.

Sobre la Descripción de la tragedia Venezolana (EL AGUA)

Es difícil que la gente entienda la tragedia venezolana, porque una cosa es vivirla y otra es leerla, oírla. Pueden saber que no hay gasolina, no hay agua, no hay luz, no hay gas, no hay aseo urbano, que hay represión, que no hay libertad, no hay trabajo, que el salario mínimo no llega a 20 $US  ... Pero otra cosa es sentirlo, vivirlo con la crudeza de las circunstancias. No tratar de entenderlo tomando un café, o entre amigos discutiendo de política internacional al compás de bebidas y comidas.

En Twitter se entra y el monstruo está oculto, casi ni se nombra, como el innombrable Voldemort de Harry Porter: la DICTADURA y sus secuaces no son el centro del debate, hasta la misma tragedia solo se describe con su misma palabra Tragedia, y queda ya hueca como una consigna fría, pero es necesario describirla, con calidad que asegure su recuerdo y su memoria.

Como decía el escritor italiano Primo Levi (Trilogía de Auschwitz) sobreviviente del Holocausto nazi, tenemos el deber ético de ejercer la defensa de la memoria histórica y de la dignidad humana frente a todo tipo de fascismo y totalitarismo, e impedir la imposición de la mentira como verdad, practica usual de los totalitarios.

Hay que mantener el foco sobre la PESTE y no solo sobre los que deliran a causa de la peste. No hablo de no enfrentar los delirios, pero sí de mantener el foco.

LA TRAGEDIA: EL AGUA: en la mayoría del país no hay Agua. No solo eso, las mafias de Militares que controlan el agua la convirtieron en un robo a la población, en cínica corrupción. Un camión de 8.000 litros de agua lo venden en 40 $US, 1.000 litros en 5 $US. Hasta la gente más humilde tiene que pagar.

Solo hagan un simple ejercicio, para un solo camión cisterna: que haga 4 viajes de 40 $US diarios. 4 x 40 $US x 30 días = 4.800 $US mensuales, en un país donde el salario mínimo esta alrededor de los 20 o 40 $US, donde profesionales con PHD ganan 60 $US.  No es casual que el problema del AGUA se agravará cuando se MILITARIZO. Los Militares se enriquecen a costa del sufrimiento de la gente.

Los pobres venezolanos tienen que cargar agua a diario, a veces 5 o 10 veces, a distancia largas cargando entre 25 y 100 litros de agua, lo que genera problemas de salud.

Las condiciones sanitarias del agua manejada en esas condiciones son malísimas: camiones cisternas y envases sin mantenimiento ni control sanitario, tuberías vacías durante 3 meses que se resecan y se convierten en pasadillo de animalejos e infecciones.

La Corrupta DICTADURA CHAVISTA compro decenas de PLANTAS DESALINADORAS de muy baja capacidad, replicando las plantas eléctricas de Derwick de 15 MW, pero la gran mayoría no funciona, solo corrupción, burla y mafia.

Solo como la punta de un Iceberg emerge la vergüenza del Acueducto Bolivariano de Falcón que a un costo de 450 millones de dólares y 7 años de obras no ha dado ni una gota de agua. Todo se fue en corrupción y mala gerencia.

Los casos de enfermedades de la piel y gastrointestinales se han incrementado de manera preocupante. No se ve ninguna acción positiva sobre este aspecto de la tragedia, LA DICTADURA CHAVISTA es responsable de esta infamia.

Is possible to do free elections with a Totalitarian Regime in the power?

An electoral process involves a series of processes and different actors that are linked in a workflow that aims to get results that can be respectful of the will of citizens or that can simply be a show that simulates democracy and popular consultation.

The components of an Electoral Process (PE) are the following.

1. ELECTORAL REGISTRY (RE): It is the Database where all citizens of the country, by birth or nationalized, who have the right to vote are registered, in theory they must be alive, exist, and be over 18 years of age, in addition to have obtained the nationality as established by law. Usually the RE is a subset of the Citizens Database (BDC) that manages the country.

2. ELECTORAL ORGANIZATION (OE): The council that administers and executes the electoral process. It must represent sectors across the country, including minorities.

3. ELECTORAL SYSTEM (SE): It is the Manual or Automatic System used to record the votes of citizens during the execution of the electoral process, it must be transparent, public and auditable.

4. ELECTORAL OPERATIVE (OP): It is the operative that is deployed during the execution of the electoral process, it includes the personnel that only participate during this day, such as: Witnesses of the parties, Heads of the Electoral Board, support personnel and logistics, besides of security personnel.

5. CITIZENS: These are the people who vote and choose.

6. ENVIRONMENT: It is the social, political, economic and cultural environment that affects the electoral process.

Only one audit over the entire flow of process in an environment of respect for others, with a solid conception of democratic principles, can indicate whether an electoral process will respect the will of the citizens, or if it will only be reaffirmation of a parody of cynical dictatorship.

Can an Audit be applied to an electoral process in a DICTATORSHIP ENVIRONMENT?  is the question that many people are asking. Let's see some ideas about it, for this, we will review each of the components of the PE.

1. ELECTORAL REGISTRATION (RE).

The RE as said before is a subset of the BDC of the country, it registers every citizen that legally exists in the country, with his name, his date of birth, his nationality and place where he resides. The country is made up of dozens of states, departments or provinces, each province has hundreds of towns and cities, each city has hundreds or thousands of sectors or neighborhoods, even more in populous cities.

A BDC and an RE in the hands of an authoritarian regime will very likely become a weapon to control the citizens and to perpetuate themselves in the power through electoral fraud, even more if they feel they are predestined to be the only ones that govern the country, either based on religious or ideological foundations, as happens with the Totalitarian Left.

Is it possible to audit a BDC in a dictatorship?

In a country where mayors of his capital have been imprisoned, or are exiled, where deputies of the congress (legislative assemblies) have been dismissed and imprisoned; where people who protest peacefully are murdered, repressed and imprisoned; where journalists and information media are criminally prosecuted and economically asphyxiated, ...

Response: NO

Is it possible to manipulate the RE?

With the level of development that has reached the Information Technology at this time, it is very easy to do the following:

1.1 Keep alive dead citizens, even only do it for a certain period.

How to do it: You can run an algorithm that retrieve all deceased citizens who are between certain ages, the date of death is deleted, it is saved in a file of transitions; the citizen is now ready to vote, after the electoral process, the transitions file is used to modify the citizen again and place the date of their death or a new date, the date included can be later to the electoral process. To avoid claims you can use the intelligence information over the citizen that will indicate if he/she is anti-regime or not, or if the family is unstructured, and despite being anti-regime it will be unlikely that they make any claim. It can be avoided with Audit. Is it possible to audit it in dictatorship? I think: NOT

1.2. Create virtual citizens

At the BDC all the political divisions of the country are registered, from the province to the last neighborhood in the lost highest mountain in the city, or in the most remote village inland. With a CDB, it is possible to use an intelligent algorithm that, prior selection either manually or through another intelligent algorithm, indicate the villages or neighborhoods where virtual citizens can be created, increasing the population density and doing it with low risk of complaints. These virtual citizens created in the BDC that manages the dictatorial regime will be digitally the same as any real citizen, with the difference that they do not exist, and as said before will be used in safe areas to increase the electoral result in favor of the dictatorship. Here there are two possibilities, or the algorithm automatically generates the vote leaving all the digital traces of it, or virtual citizens are distributed in the electoral commands of the dictatorship to be executed by real citizens, so that a person can vote several times. If the electoral process allows that not all Electoral tables be audited at the end of the process, this gives possibility for the vote of the virtual citizens to be done automatically, for this reason no serious and respectable electoral process carried electronically can deny the audit of all electoral tables at the end of the process.

Is it possible to audit it in dictatorship? NOT.

1.3. Create Electoral Circuits that favor the election of the candidates of the regime.

Using the BDC, one can play with grouping population sectors in a way that ensures an electoral triumph. Here with intelligence information based on electoral trends, or discrete intelligence at the level of individuals, you can solve a System of Equations where the optimal solution will be the one that offers the most possible votes to the regime. Something trivial to do today. You can even adjust the results based on the previous points 1.2 and 1.2.

Can this be avoided in dictatorship? We know that response is: NO, and there are recent examples: Venezuela.

¿Es posible realizar elecciones libres con un Neo Totalitario en el poder, pero con un nuevo Organismo Electoral? Parte 1

Un proceso electoral involucra una serie de procesos y actores muy variados que se engarzan en un flujo de trabajo que tiene como objetivo dar unos resultados que pueden ser respetuosos con la voluntad de los ciudadanos o que simplemente pueden ser un show que simula democracia y consulta popular.

Los componentes de un Proceso Electoral (PE) son los siguientes.

REGISTRO ELECTORAL (RE): Es la Base de Datos donde se registran todos los ciudadanos del país, por nacimiento o nacionalizados, que tienen derecho de votar, en teoría deben estar vivos, existir, y ser mayores de 18 años, ademas de haber obtenido la nacionalidad según lo establecido por la ley. Usualmente  el RE es un subconjunto de la Base de Datos de Ciudadanos (BDC) que maneja el país.

2.ORGANISMO ELECTORAL (OE): Es el consejo que administra y ejecuta el proceso electoral. Debe representar los sectores de todo el país, incluyendo a las minorías.

3. SISTEMA ELECTORAL (SE): Es el Sistema Manual o Automático usado para registrar los votos de los ciudadanos durante la ejecución del proceso electoral, debe ser transparente, publico  y auditable.

4. OPERATIVO ELECTORAL (OP): Es el operativo que se despliega durante la ejecución del proceso electoral, incluye el personal que solo participa durante esta jornada, como: Testigos de los partidos, Jefes de Mesa Electoral, personal de apoyo y logística, ademas de personal de seguridad. 

5. CIUDADANOS: Son las personas que votan y eligen.

6. ENTORNO: Es el ambiente social, político, económico y cultural que afecta el proceso electoral.

Solo una AUDITORIA en un entorno de respeto por los otros, con una concepción solida de los principios democráticos, pueden indicar si un proceso electoral respetará la voluntad de los ciudadanos, o si solo será parodia reafirmatíva de una dictadura.

¿Se puede aplicar una Auditoria a un proceso electoral en un ENTORNO de DICTADURA?, es la pregunta que muchos se hacen. Veamos algunas ideas al respecto, para ello revisaremos cada uno de los componentes del Proceso Electoral (PE).

1. REGISTRO ELECTORAL (RE). 

El RE como se dijo es un un subconjunto de la Base de Datos de Ciudadano (BDC) del país, en ella se registra cada ciudadano que existe legalmente en el país, con su nombre, su fecha de nacimiento, su nacionalidad y lugar donde reside. El país esta conformado por decenas de estados, departamentos o provincias, cada provincia tiene centenas de pueblos y ciudades, cada ciudad tiene centenas o miles de sectores o barrios, aún más las ciudades populosas. 

Una BDC y un RE en manos de un régimen autoritario muy seguramente se convertirá en un arma para controlar a los ciudadanos y para eternizarse mediante farsas electorales en el poder,  más aún si se sienten predestinados a ser los únicos que gobiernen el país, bien sea por fundamentos religiosos o ideológicos, como acontece con la Izquierda Totalitaria, 

¿Es posible auditar una BDC en dictadura? 

En un país donde alcaldes de su capital han sido apresados, o están exiliados, donde diputados del congreso (asambleas legislativas) han sido destituidos y presos; donde gente que protesta pacíficamente es asesinada, reprimida y encarcelada; donde periodistas y medios de información son perseguidos penalmente y asfixiados económicamente,...

¿Es posible manipular RE?

Con el nivel de desarrollo que ha llevado la informática al día de hoy, es muy sencillo hacer lo siguiente:

1.1 Mantener ciudadanos muertos vivos, incluso solo hacerlo durante un periodo determinado.

Como hacerlo: Simplemente corres un algoritmo que revisa todos los ciudadanos difuntos que estén entre ciertas edades, se borra la fecha de fallecimiento, se guarda en un archivo de transiciones; el ciudadano ahora esta listo para votar, luego del proceso electoral, se usa el archivo de transiciones para modificar de nuevo al ciudadano y colocarle la fecha de fallecimiento anterior o una al azar posterior al proceso electoral. Para evitar reclamaciones se puede utilizar la información de inteligencia asociada al ciudadano que indicará si es anti régimen o no, o si la familia esta desestructurada, y a pesar de ser anti régimen será improbable que haga algún reclamo. Puede evitarse con auditoria del sistema. ¿Es posible auditarlo en dictadura? NO

1.2. Crear ciudadanos virtuales. 

En la BDC están registradas todas las divisiones políticas del país, desde la provincia hasta el ultimo barrio en la montaña mas alta y perdida de la ciudad, o en la aldea mas alejada tierra adentro. En una BDC es posible utilizar un algoritmo inteligente que previa selección bien sea manual o mediante otro algoritmo inteligente, indique las aldeas o barrios donde puedan crearse ciudadanos virtuales aumentando la densidad poblacional y sin provocar reclamos. Estos ciudadanos virtuales creados en la BDC que maneja el régimen dictatorial serán digitalmente iguales que cualquier ciudadano real, con la diferencia que no existen, y como se dijo antes serán usados en zonas seguras para aumentar el resultado electoral a favor de la dictadura. Aquí hay dos posibilidades, o el algoritmo genera automáticamente el voto dejando todos los rastros digitales del mismo, o los ciudadanos virtuales se reparten en los comandos electorales de la dictadura para que sean ejecutados por ciudadanos reales, de modo que una persona pueda votar varias veces. Si el proceso electoral permite que no se auditen todas las mesas al final del proceso, esto da posibilidad a que el voto de los ciudadanos virtuales se haga automáticamente, por esta razón ningún proceso electoral serio y respetable llevado electrónicamente puede negar la auditoria de todas las mesas al final del proceso. 

¿Es posible auditarlo en dictadura? NO

1.3. Crear Circuitos Electorales que favorezcan la elección de los candidatos del régimen.

Usando la BDC se puede jugar con agrupar sectores poblacionales de modo que asegure un triunfo electoral.  Aquí con la información de inteligencia basada en tendencias electorales, o en inteligencia discreta a nivel de individuos, se puede resolver un Sistema de Ecuaciones donde la solución optima sera la que ofrezca mayor cantidad de votos posibles al régimen. Algo trivial de hacer el día de hoy. Incluso se pueden ajustar los resultados basándose en los puntos anteriores 1.1 y 1.2.

¿Se puede evitar esto en dictadura? sabemos que NO y hay ejemplo recientes: Venezuela.

Así como Europa entregó Checoslováquia a los Nazis Totalitarios, así entregan a Venezuela.

Hoy veo que Europa se ha prestado para apoyar, exculpar y mantener en la impunidad a una dictadura totalitaria, represora, asesina y corrupta, como lo es la dictadura chavista venezolana. Hoy veo como Europa abandona al pueblo venezolano para que sea sometido por esa élite criminal, tan parecida a la fascista:

Triste papel, el que jugó Federica Mogherini y ahora juega el español Josep Borrell, representante de política exterior de la Unión Europea, en este trágico dislate. Primero Mogherini auspició en un momento de protesta intensa del pueblo venezolano contra la dictadura, un falso diálogo en Estocolmo, que todos sabían que solo era una estrategia para desmovilizar la protesta, limpiar la reputación de la dictadura, y que evidentemente iba a fracasar. En resumen, Europa enfrentando la política correcta de USA le tendió la mano a la dictadura atroz venezolana, y ayudó a estabilizar su régimen represor. 

Hoy es el español Josep Borrell, ligado a un gobierno con historias ocultas de relaciones turbias e ilegales con la dictadura venezolana, quien pretende limpiar unas elecciones sucias que planea la dictadura con el objeto de acabar con la Asamblea Nacional, organismo que nunca reconoció, que hostigó, y al que le quitó todas las atribuciones y poderes, e incluso les quitó su sitio de reuniones: El Palacio Legislativo, apresando además a muchos de sus integrantes, y mandando al exilio a otros. Todo ello lo hace Europa sabiendo que la dictadura chavista convocó a unas elecciones ilegales y tramposas para ratificar ajuro (a la fuerza) a Maduro en el poder, y en el proceso de alcanzarlas asesinó impunemente a cientos de venezolanos. 

Pensando en ello, me llegan recuerdos de mi infancia, de principios de los 60, cuando Venezuela era hospedaje de miles de inmigrantes europeos, tanto así que el dueño del abasto del frente de mi casa era hijo de Franceses (Latouche, algo así), una familia española tenían una librería, la panadería y heladería la manejaban unos portugueses o italianos... Recuerdo una de esas noches de cuentos, que un abuelo de un compañero de estudio, descendiente de checos, nos contaba la tragedia que habían sufrido cuando Europa (Inglaterra y Francia) los entregaron a los nazis. 

El miedo a la guerra llevó a Francia y a Inglaterra a entregar de modo cobarde al pueblo checo a la Alemania nazi, algo parecido hace hoy la Unión Europea con Venezuela, tal vez atrás estén además de la Izquierda Totalitaria Europea, los hoteleros Españoles de "izquierda progresista" que hacen muy buenos negocios con la Dictadura Cubana, arrebatándole los sitios turísticos al pueblo cubano,  pagandoles a los trabajadores sueldos miserables, de esclavos, explotándolos salvajemente, y dejándoles dólares a la dictadura cubana para que siga reprimiendo y manteniendo en la miseria y el oprobio al pueblo cubano.

En el libro Hitler, Estudio de una Tiranía de Alan Bullock se describe toda esta tragedia.

Luego del Anschluss (la anexión de Austria) Alemania se había fortalecido militarmente, y había mejorado su posición estratégica para la guerra de expansión que los nazis tenían planeada, esa posición de fuerza que intuía Hitler, más los miedos, la desunión y debilidad de los adversarios le hicieron tomar la iniciativa, y su siguiente paso fue mirar hacia la República de Checoeslovaquia, el caso de la minoría alemana en los Sudetes de unos 3 millones y un cuarto compuesta de antiguos alemanes del imperio de los Hamburgo,  sería la justificación para iniciar la agresión. 

El único objetivo claro de los nazis era lograr que toda negociación o acuerdo entre el gobierno checo y la minoría alemana fracasara, todo diálogo y acuerdo que ofreció el presidente Benes de Checoeslovaquia cayó en saco roto, pronto vería el mundo democrático que con los nazis no había acuerdo o diálogo que valiera, que fuese respetado o que detuviese su agresión, sin embargo, hoy la Unión Europea repite con Venezuela los mismos errores que llevaron a la tragedia Checa.

El día 20 de mayo de 1938, alarmado por los informes de concentraciones de tropas alemanas cerca de la frontera y por los rumores persistentes de preparativos de guerra, el gobierno checo movilizó tropas, y el gobierno Francés e Inglés advirtieron a Hitler y a Ribbentrop que cumplirían con los pactos de defensa mutua que tenían con Checoslovaquia.

Como todo gobierno totalitario cuando siente que debe dar un paso atrás, los nazis lo dieron, y llamarón al diálogo y a la negociación, la idea no era matarse sino resolver los problemas como naciones civilizadas. El 23 de mayo le dieron al embajador checo en Berlín la plena seguridad que no había ninguna intención de agresión al territorio checo, sino que solo había una clara preocupación por alemanes que estaban siendo maltratados injustamente en territorio checo, pero que estaban dispuesto a dialogar y a resolver los problemas en paz. 

Mientras tanto, los defensores del apaciguamiento, del diálogo y la negociación con los nazis, condenaron públicamente a Benes diciendo que fue una alharaca sin justificación. Chamberlain primer ministro inglés comentó que no pondría de nuevo en peligro la paz de manera tan precipitada.

Mientras los apaciguadores y los pro nazis en las democracias hundían la reputación de los demócratas checos, planteando que el nazismo era un régimen normal y respetuoso, y los checos eran alarmistas y mentirosos; Hitler ya desde el 20 de mayo de 1938 había discutido la directriz para la invasión de Checoeslovaquia, la Operación Green. Ya el borrador del 30 mayo de esta operación decía: "Es mi propósito inalterable aplastar a Checoeslovaquia mediante una acción militar en el futuro próximo. Corresponde a la dirección política esperar o producir el momento oportuno desde un punto de vista político y militar... Una excusa aparentemente plausible, y junto con ella una justificación política adecuada, que el enemigo no espere la acción y que esta lo encuentre en el menor estado de preparación posible..."

Los nazis avanzaban imperturbablemente a la guerra con Checoslovaquia, ninguno de los llamamientos de Londres o Paris hacían mella. La impresión indeleble que le habían dejado a Hitler los aliados, es que deseaban a toda costa evitar la guerra. De modo que Hitler simplemente pidió que para evitar la guerra, Checoslovaquia entregara los Sudetes al Reich Alemán, de hecho, en su discurso de esa época llama la atención este párrafo, donde se aprecia populismo y cinismo del duro, como el que usualmente derrocha la dictadura chavista venezolana: "No estoy en modo alguno dispuesto a que surja aquí, en el corazón de Alemania, una segunda Palestina. Los pobres árabes se encuentran indefensos y abandonados. Los alemanes de Checoeslovaquia no se encuentran ni indefensos ni abandonados, y la gente debe tomar nota de esta realidad"

Los nazis forzaban la barra y ya se encaminaban a iniciar la invasión cuando llegó un telegrama urgente de Chamberlain solicitando una reunión. Hitler confesó poco después "Ich vom Himmel gefallen" (me caí de las nubes), su vanidad se sintió halagada ante la perspectiva de que el primer ministro inglés, veinte años más viejo que él, hiciese su primer viaje en avión a la edad de setenta y nueve años para ir a interceder cerca del Fuehrer alemán.

Hitler ni siquiera lo recibió en el aeropuerto, ni en un punto intermedio, tuvo Chamberlain que ir a Berghof en la esquina sudeste de Alemania. Allí el 15 de septiembre fue recibido, y allí el Reino Unido y Francia comenzaron a entregar de modo vergonzoso Checoslovaquia a los nazis. Hitler habló largo y tendido de la opresión de los alemanes de los Sudetes, que solo quería que estos se reintegraran a la patria alemana, Chamberlain que había estado callado observando a Hitler, finalmente le preguntó si era solo eso lo que quería, a lo que Hitler dijo que si, que era solo eso, alertó que tanto Polonia, como Hungría también tenían reclamos sobre Checoslovaquia, pero eso no era de su interés.

Chamberlain entonces planteó que con la cesión de los Sudetes el problema dejaba de existir, y solo habría que discutir problemas prácticos como el desplazamiento de la población, calendario y modo. Luego de dimes y diretes, finalmente Chamberlain, desesperado por evitar la guerra, se asió como pudo a la promesa de paz basada en la entrega de los Sudetes a los nazis, sin importar para nada la gente que vivía en esa zona, solo eran números alejados de la realidad inglesa.

Para Hitler el diálogo con Chamberlain solo fue un medio para asegurarse de que Francia ni Inglaterra intervendrían en el sometimiento del pueblo checo. Había arrastrado al primer ministro inglés a que defendiese la cesión de los Sudetes, basándose en el principio de auto determinación de los pueblos. Sí como los nazis calculaban, Praga no lo aceptaba era muy probable que ingleses y franceses abandonaran a Checoslovaquia a su suerte.

El 22 de septiembre de nuevo Chamberlain estaba en Alemania, en Múnich, de buen humor, por la presión extrema que ejercieron sobre Benes este tuvo que aceptar la entrega de los Sudetes, esto agarró a Hitler descolocado, porque pensó que nunca Checoslovaquia aceptaría su entrega, así que presionó más aún a Chamberlain y ahora le dijo que ya eso no era suficiente, que el exigía primero la ocupación por tropas alemanas de los Sudetes y luego organizar la reubicación de la población. Era una solicitud insólita por lo humillante que sería para Checoslovaquia. Chamberlain no pudo hacer más nada, sino indicarle a Hitler que eso tendría que ser sometido a los gobiernos británico y checo. 

Cualquiera que fuesen las ideas de Chamberlain al respecto, lo cierto es que el gabinete británico decidió el 25 de septiembre rechazar las condiciones que exigían los nazis. Hitler amenazó con la guerra, pero Chamberlain se negaba a renunciar a la paz, de modo que envío a Sir Horace Wilson con una carta personal al Fuehrer, quien le expresó a Hitler que Inglaterra apoyaría a Francia en caso de guerra, esto impresionó mucho a Hitler, y motivó a la oposición interna a los nazis a que se desplegaran con fuerza para evitar desde dentro, la guerra. Todo ello hizo cambiar de postura a Hitler, que empezó ahora a revisar la posibilidad de tomar Checoeslovaquia basandose en el miedo a la guerra de los aliados, y a una maraña de diálogos y reuniones que solo eran distracciones para la galería. 

Chamberlain solicitó como último recurso una reunión internacional, una mesa de diálogo y acuerdo, donde también participaría el Dictador Benito Mussolini para tratar la exigencia de los nazis. La reunión entre los dos dictadores y los delegados de Francia e Inglaterra se dió el 22 de septiembre. Mussolini que hablaba los idiomas de todos los demás se movió como pez en el agua, y de alguna manera le hizo ver a Hitler lo inteligente de tomar Checoslovaquia sin violencia, y dejándole a los aliados la tarea sucia de informar a los checos de que debían entregar los Sudetes, aceptar la ocupación alemana, desplazar su pueblo de esa zona y perder sus líneas de defensas. 

El acuerdo de Múnich no contenía, ni siquiera sobre el papel, variantes substanciales de lo propuesto originalmente por los nazis. Las tropas alemanas entraron a los Sudetes el 1 de octubre, tal como Hitler lo había exigido, y los alemanes hicieron caso omiso a las escasas restricciones que colocaron los aliados. El plebiscito de autodeterminación nunca se hizo, y las fronteras siguieron líneas estratégicas y no étnicas. Checoslovaquia perdió las fortificaciones militares y mucha industria pesada, el presidente Benes tuvo que expatriarse.

Lo que querían los apaciguadores, no se logró, los que pretendían que con diálogo y negociación se mantuviera la paz, fracasaron, peor aún se fortaleció de modo absurdo el monstruo fascista, y se aseguró que la guerra por venir fuese más cruel y sangrienta. Aún no aprendemos. 

Los nazis entendieron que el miedo a la guerra de los aliados, les permitiría conquistar el mundo sin problemas. Otro efecto fue que fortaleció la imagen de Hitler y de los nazis a lo interno, debilitó la oposición interna, y le hizo ver al pueblo alemán que nadie intervendría contra la dictadura que los manejaba.

Evidentemente el problema checo no finalizó, solo lo hizo seis meses después, cuando Hitler en el palacio de Hraschin de Praga tomo asiento para escribir: "Checoslovaquia ha dejado de existir"
